The key initiatives under the Development Bureau (DEVB) outlined in the 2023 Policy Address as well as the Northern Metropolis Action Agenda—the specific implementation plan of the Northern Metropolis which was published shortly after the annual address—are welcomed by the Land and Development Advisory Committee.
To begin with, the Chief Executive has called for about 3,370 hectares of developable land in the next 10 years, marking an increase of 90 hectares as compared to the 10-year supply forecast last year. Thus, DEVB will proceed with the development of the Northern Metropolis and Kau Yi Chau Artificial Islands, besides optimising the use of existing land.
As the Government will put forth proposals next year to amend the Buildings Ordinance, the committee has highlighted areas of improvement on the appeal procedures under the ordinance.
To address urban decay, DEVB will introduce an amendment bill to the Legislative Council (LegCo) this year to streamline and update the compulsory sale regime—with lower application thresholds targeting at older buildings in districts with more pressing need for redevelopment. While noting the policy seeks to channel private sector resources to redevelop projects in older districts, the committee has urged the Government to take into account possible public concerns on disparity arrangement across districts.
On the Northern Metropolis Action Agenda, the committee is in favour of the spatial planning based on the needs of different industries to leverage the locational advantages in fostering economic growth and synergy with the Mainland. To this end, it is hoped that the Government will provide necessary support to those affected by the development, including brownfield operators. —Construction+ Online
